What a Market!

These past few weeks have been full of volatility, volatility, volatility. But the largest question in investors minds are, "What is the FED going to do on Sept. 18?". Will they cut rates or not? I feel that if they do not cut the rates the market will decline beyond the 13k mark, which would not be good.
